Berkshire–Sheboygan Riverfront

Originally, this brownfield site was envisioned as an urban business park. After years of inactivity, the City of Sheboygan worked with General Capital to hatch a plan to construct highly needed affordable independent senior housing near Downtown. The final plan includes a 5-story senior building on a parking podium facing a public open space and the Sheboygan River as well as 18 “live/work” townhome units facing Indiana Avenue, as major arterial linking nearby neighborhoods to Downtown Sheboygan and the lakefront.
The site is complex to develop, with existing utilities and power lines carving up the property. I addition the site required extensive environmental remediation to bring it to residential development standards. General Capital lead the development process, working with multiple local and state agencies to accomplish necessary approvals. The project received significant public financial support including $4 million of ARPA, a pay-go TIF from the City, WHEDA Housing Trust Funds and a BEBR grant from the State of Wisconsin.
